   "description": "The Newark Lot data set is a geospatial representation of municipal tax lots for the City of Newark, Essex County, New Jersey showing the designation, location and approximate area of all city tax lots based on the Official Tax Maps of the City of Newark (1\"=100'). The Lot Assessment data set includes tax lot ownership and assessment information maintained and imported from New Jersey's statewide MOD-IV tax assessment record system. The City of Newark Tax Maps are maintained in MicroStation DGN file format using an Oracle 8i and/or Microsoft Access relational database. This tax lot data set is exported directly to ESRI shapefile format using the integrated MicroStation Map GIS import/export module from a composite DGN file (tax_lot.dgn) that is periodically updated from the approximately 200 geo-referenced digital tax map files comprising the current tax map set. The digital tax map files were scanned and compiled from the original hand-drawn linen tax map set (483 sheets at 1\"=50') and the lot boundaries rectified and matched using geodetic positions (NAD 1983) for city monument locations established by GPS survey network (1989), historical right-of-way data as shown on the City of Newark Commissioner's Maps and planimetric mapping compiled from aerial photography (1991). The digital tax maps are regularly maintained and edited using record map and deed information received through the City of Newark Tax Assessor's Office. In addition, archival survey maps and atlases, and the physical location of features (roadways, buildings, fence lines, waterways) as shown on the City of Newark 2005 series orthoimagery (color, 0.25' pixel resolution) and other more recent orthoimagery products were used to clarify and resolve ambiguities. The Newark Lot data set was updated and normalized between 2009 - 2011 as a component of the New Jersey Office of Information Technology, Office of GIS (OGIS) Parcels Normalization Project to develop a statewide composite of parcel data. During this project, parcels were modified at municipal boundaries to conform to the spatial framework of the OGIS Municipalities of New Jersey (nj_munis) data set, and attributes modified to conform with the New Jersey GIS Parcel Mapping Standard. Each tax lot contains a unique identifier (PAMS_PIN) based on a county/municipality code, block number, lot number and qualifier code. Using the unique identifier, the tax lot data set is joined to MOD-IV database tables that contain attribute information for lot ownership, property location, and current tax assessment characteristics and values. Note that there are tax lot records for which there are no corresponding records in MOD-IV database tables. This is due mostly to the way tax lot records are combined and assessed together in the MOD-IV database. Tax lot boundary information represented here is not a survey grade delineation and can not be used to determine the physical location of boundary lines and corners on the ground. The polygons delineated in this data set do not represent legal boundaries and should not be used to provide a legal determination of land ownership.",
